Taxi Vouchers

Monterey-Salinas Transit (MST) offers a taxi voucher program to assist seniors, persons with disabilities, and veterans in accessing important locations within their community. There are three categories of vouchers each with their own eligibility requirementes: seniors, persons with disabilities, and veterans.

Senior Voucher

To receive senior vouchers, an individual must be 65 years or older, and be a resident in one of the following communities: Carmel, Carmel Valley, Del Rey Oaks, King City, Marina, Monterey, Pebble Beach, Pacific Grove, Sand City, Salinas, or Seaside. The vouchers are provided on a monthly basis at one of the distribution locations in the city in which the senior resides.

Persons with Disabilities Voucher

To receive vouchers for persons with disabilities, an individual must be certified in the MST RIDES ADA paratransit prgram. The vouchers are issued on a monthly basis, and will be mailed upon request.

To apply for the MST RIDES ADA paratransit program, individuals may contact MST at 1-888-678-2871, email mobility@mst.org for more information, or visit here.

A limited number of vouchers are available to persons with disabilities who are not RIDES certified. The following locations have a limited number of vouchers, and restrictions may apply:

Veterans Voucher

To receive the veterans voucher, veterans may visit one of the distribution locations.  A qualified veteran is an individual who served active duty in one of the branches of the U.S. Military. The vouchers are provided on a monthly basis.

How the program works

1. Once succesfully enrolled in the program, a limited number of vouchers and a customer ID number are issued to the customer. For the vouchers to be valid and accepted by a TACT certified taxi driver, the customer must fill out the voucher completely with their name, customer ID number, and signature (see sample voucher below).

2. The customer may contact one of the participating taxicab companies listed below to schedule a ride. Once the taxicab arrives, the customer must provide the $3.00 co-pay, one completed voucher and present a valid ID. Each voucher and the $3.00 co-pay is only valid for a one-way and the customer can travel the equivalent of up to a meter reading of $17.00. Customers are responsible to pay any cost above the $17.00 meter reading. Taxi sharing is encouraged, with only one taxi voucher required for a shared ride.

All taxi drivers accepting vouchers are required to be certified by MST's Taxi ADA Certification Training (TACT). TACT Details can be found here.

Taxi Voucher Service Areas

Taxi vouchers are valid for use within one of the three areas listed below. The taxi voucher trip must originate and terminate within only one of these three areas:
Area 1: Anywhere within the city limits of Salinas
Area 2: Anywhere within the city limits of Carmel, Carmel Valley, Del Rey Oaks, Marina, Monterey, Pacific Grove, Pebble Beach, Sand City, or Seaside.

* A surcharge may apply for some unincorporated areas.

What Else Should I know

The customer may not offer, and the taxi driver may not accept, more than one voucher per one-way trip. If you have a customer service complaint related to the use of a taxi voucher, click here to submit you complaint (or compliment) directly to the MST Customer Service Department or call 1-888-678-2871MST will report all violations to the Regional Taxi Authority for disciplinary action.
